News : Haryana Bets on Computerisation for Raising Revenue
Chandigarh, India, June 25, 2015 -- Haryana government said it is is trying to improve "poor" financial position of the state by stopping revenue leakage through large scale computerisation in government departments.
"We are trying to improve financial position of the state through computerization, online tendering etc which will help in stopping leakage and pilferage," Haryana Finance Minister Captain Abhimanyu said here today.
BJP-led government in the state had even released white paper on state finances, accusing the previous government of "mismanaging" finances.
He further said that the government planned to save wasteful expenditure with use of computerization and Aadhaar linked government schemes.
...Andhra Pradesh has been able to save Rs 5,000 crore in one year and we also plan to take benefit of computers and Aadhaar card system whereby we could save similar amount which can be used for development expenditure.
This amount could also be used for meeting our poll promises like unemployment allowance," he said.
He said that Haryana was among last five states in usage of Information Technology during the regime of previous government despite the fact that the State is one of the largest exporters of IT.
Quoting an example, he said that Haryana was one of the lowest in the country in Aadhar card registration. Now with the usage of IT during last seven months, it has crossed 95 per cent coverage. Previous government considered opaque system as safety shield but our government is trying to reverse this trend.
State government has first time auctioned liquor vends through e-tending which resulted in about 44 per cent revenue increase in a single district of Mewat, the minister said.
He said that government would also try to start e-tendering system for small contracts of Marketing Board, Panchayat etc at district level.
Capt Abhimanyu also said the state government is also in the process of establishing a call centre for monitoring of complaints received at CM window.

People can check their grievances status from this call centre. They can also track the status of their application. A mobile app would also be started to provide easier access to people, he said.
He further said that keeping in view the massive mandate given by people to BJP, the state government has taken unique initiative to keep a tap on corruption from top level.
He said that during natural calamity, State Revenue Department has also made a history by releasing Rs 1,092 crore to the accounts of all Deputy Commissioners after 48 hours of Girdawari. .
