News : State Call Center with 129 Jobs Coming to Lancaster City
Lancaster City, PA, USA, Aug 6, 2015 -- A call center for the state Department of Human Services will be located in Liberty Place, creating 129 jobs in Lancaster city, a state official said Thursday.
Liberty Place, home to CareerLink and numerous other tenants, was selected from six bidders, said Troy Thompson, spokesman for the state Department of General Services.
The Department of General Services, which handles real estate matters for state government, had said in May that it was seeking proposals for call-center locations anywhere in Lancaster County.
The May solicitation was a downsized version of a 2014 request, which sought proposals from a narrow swath of Lancaster County for a 300-employee call center.
But that 2014 solicitation was quickly pulled to allow the department to re-examine its operational needs, leading to the smaller May solicitation.
Liberty Place, at 313 W. Liberty St., is the former Armstrong World Industries headquarters. It’s on the northern edge of Lancaster city, close to Clipper Magazine Stadium.
Ed Drogaris, owner of Liberty Place, noted that his property is only the conditional winner at this point. The lease — running 10 years, plus a pair of five-year options — still has to be finalized.
"If this works out, we’ll be thrilled. We’ll be happy to bring more jobs to the community," he said.
Liberty Place was picked for several reasons, according to Thompson.
Drogaris offered the lowest lease rate, he said, although the specifics can not be disclosed publicly until all the lease details are finalized and the document is signed.
Liberty Place also can provide the required 13,620 square feet on a single floor and still allow for potential future expansion.
For the state employees who’ll work there, the building has sufficient on-site parking plus proximity to main roads and public transportation, said Thompson.
Finally, the arrival of the call center will have a positive effect on the local economy, he said.
The space must be ready for occupancy by year-end, he said.
Drogaris said it will be "a sprint" to get the third-floor space ready for the call center by that deadline. The area requires "substantial" work, which he declined to specify.
"We have a real cross section of the business community all at one address, and many of them work with each other," said Drogaris.
Employees at call centers of the Department of Human Services (formerly the Department of Public Welfare) consist of caseworkers, supervisors, clerical staff and management.
Caseworkers field calls from applicants seeking various types of public assistance and from recipients of that assistance.
